**Hobble** means to move with difficulty or to restrict movement. It describes a limping stride after a sprain or a device that slows a creature. The verb also means to impede progress. When someone has hurt an ankle, they might hobble across the room. A heavy rope can hobble a horse’s stride. The term extends to plans or budgets; a sudden tax can hobble a startup’s cash flow. In everyday talk, saying a project is hobbled tells listeners it faces a snarl of obstacles.
