shabby

It often applies to clothing, furniture, or places that have seen better days. The word also carries a hint of cheapness, suggesting that the item was old and of low quality to begin with. You might call a dimly lit bar with peeling paint a shabby joint, or label a person's unkempt appearance as shabby.
