governable

/ɡˈʌvɚnəbəl/ adj

Capable of being governed or subjected to authority; amenable to law or rule.

Word Origin From Greek kybernan 'to steer a ship' — so to govern is literally to steer the ship of state. Governable means able to be steered, manageable. The same root gives us cybernetics (the science of steering systems) and governor (one who steers). The Latin gubernare also gave us gubernatorial.
