suboptimal

/sʌbˈɑptɪməl/ adj

Worse than optimal; of less than the highest standard or quality.

Word Origin Optimal comes from Latin optimus 'best', so suboptimal is literally 'below the best'. The prefix sub- means 'under', so it's not quite the best. The same root optimus gives us optimism (the belief in the best outcome) and optimize (to make the best). The PIE root *op- also gives us opulent (wealthy, abundant) and copy (from copia 'abundance').
