Not governmental; not derived from a government; civilian.

Word Origin 'Govern' comes from Greek 'kybernan' meaning 'to steer a ship' — the idea of guiding the ship of state. That's also the root of 'cybernetics' (the science of steering systems). 'Governmental' adds '-ment' (act, result) and '-al' (pertaining to). 'Nongovernmental' simply prefixes 'non-' to mean 'not pertaining to government steering'. So an NGO is an organization not steered by the government, related to 'governor' (one who steers) and 'governable'.
