Word Origin From Latin flagrare 'to burn' — so flagrant originally meant 'blazing, glowing.' The idea: something flagrant is so obvious it's like a fire you can't ignore. The same root gives us conflagration (a great fire) and flame. The PIE root *bhleg- also gives us bleach and blond (both from the idea of shining/burning bright). Flagrancy is the noun form of that burning quality.
