Word Origin Panel comes from Latin pannus 'piece of cloth', because originally a panel was a piece of cloth on which a list was written, then a list of jurors, then any group of experts. Subpanel is a smaller panel under a main one. The prefix sub- 'under' appears in subway, submarine, substandard. The root pannus also gives us empanel (to put on a panel) and panelist. So a subpanel is literally a 'under-cloth' group, a subdivision.
